I'm looking at running keys. Assuming the starting and finish block are addendum, and not part of the cipher text, duplicate letters starting with DD in an even position pushes me away from Playfair. One Time Pad is a possibility, but the appearance of the repeated JRZ trigram in such a small text wants to lead me away from a random pad. Almost certainly this is not a transposition.
Running Key seems a sensible starting position.
